According to Settle, a partnership between Waddell, Russell and Andrew Miller was first formed in the summer or fall of 1857 to establish a civilian sutlery at Camp Scott during the winter of 1857-58. This agreement, however, dated the following spring accomplished the same. Although the reason for the new agreement is unclear, perhaps the movement of the army from winter quarters and the end of the Utah War prompted the contract. The firm would maintain the store at Camp Scott and would expand to Camp Floyd and Millersville.
