This telegram was sent by Shepard as chair of the Democratic Party convention in Cincinnati. He writes to Joseph Rose of the comptroller's office in New York: "Call a mass meeting at Tammany Wednesday evening, ratify the nomination of Jas Buchanan." The message was received and transcribed at the Morse office in New York.
