While Reconstruction was generally in retreat by 1884, this anonymous report from a North Carolina Republican to the Blaine headquarters shows how a strong effort was still being made to hold fair elections in the South. The Democrats only won the state by 53% to 47% that year. This report dates from shortly before the June 1884 Republican Convention was held in Chicago. In part:

"The migratory character of the laboring classes causes very frequent change of residence, and the obstruction by the Democratic registrars to voters have lost the Republicans in this way a large number of votes in all the elections that have heretofore taken place. . . . At all precincts where the Republicans have a majority, it will be necessary to copy the registration books, so that if the regular book is purposely destroyed or 'lost' as is sometimes the case, another will be at hand. . . . At points where we have few or no white friends of intelligence to protect the count, parties can be hired to go from other neighborhoods to witness the vote and count."
