Undated, but can likely be dated to mid-1861 by presence of Secretary of War Simon Cameron, Elmer Ellsworth, and Generals Winfield Scott and Robert Anderson (promoted 15 May 1861 and largely sidelined by October). 4 copies in OCLC, and none others traced at auction.
