The caption reads "7th Ward picture taken at closing of polls, representing line waiting to vote, but shut out. Line from voting tent to Ch. St. on Jeff. St. 'Ellington.'" We have not located this scene. Church and Jefferson Streets intersect in an old part of Jacksonville, FL, which may be a possibility.
