James Morris Webb (1878-1940) was an A.M.E. minister in Chicago who had some influence upon both Marcus Garvey and the Rastafarian movement. This pamphlet was written shortly after the end of World War One: "The black man was the back bone of it all. . . . As the Kaiser failed through his efforts to establish himself as a Universal King . . . there shall come a Universal King and according to Biblical History, he will be a black man with woolly hair.
