Before it had even gone into print, Small's "Code" had been adopted by the General Conference of 1896. "The object of the book is to create uniformity in the administration of the discipline of the church, and to assist, especially pastors whose experience is not so extensive." OCLC locates only two copies of this book at Drew University and Emory University.
