Additional Details

These certificates were issued to Maryland constables, asserting that they had succeeded in one of their official job requirements: dispersing or suppressing "tumultuous meetings of Negroes." Each is signed by 2 to 8 witnesses from the constable's election district. George W. Morland drew particular praise for his dispersing of the meetings. One resident called him "the best officer of the kind I have ever knew" and another "decidedly the most efficient officer that we have ever had for several years in this district."
