Includes several pages of acts relative to slaves working on fortifications, liabilities for same and the manner of payment for the loss of slaves. Also includes a series of acts to authorize the sale of slave convicts who were condemned to death and "an act to provide for the punishment of Free Negro convicts in certain cases." A Section at the end of the volume titled "Resolutions" prints an address to the soldiers of Virginia, filled with patriotic zeal and harsh words for the Union: "Refined and virtuous women have been brutally insulted and manacled by rude unfeeling soldiery, have been led captive from their homes as hostages for Negroes."
