This resolution proposed the survey and appropriation of a portion of the territory acquired from Mexico for the benefit of all free persons of color who might become settlers. Like other schemes along the same lines, this one fell apart relatively quickly, especially since there already existed colonies of repatriated blacks in Sierra Leone and Liberia, that were more attractive to those who wanted to be rid of blacks rather than have a "state" full on their borders.
