Despite the fact that the Civil War was in full force, the British who were still patrolling the west coast of Africa to interdict the African Slave Trade asked the U. S. to sign the first two of these treaties, so they would be in compliance. There was still the tremendous demand for slaves by the Portuguese in Brazil, not to mention the Spanish plantations in South and Central America. The third treaty from 1870 was again an attempt to curtail the thriving slave trade with the Spanish and Portuguese.
