This tax assessor's ledger for Broad Creek Hundred, Sussex County, Delaware is of special interest. The entries reflect the unique nature of Delaware, a small border state with a substantial numbers of free blacks. There are in just Broad Creek Hundred, 34 free African Americans among the 478 individuals listed. Identified variously as "Neagro," "Free Neagro," "Nigro Person," and simply "Nigro." The total population of Delaware in 1820 was 72,749; the total free black population was 12,957, or approximately 18%. Curiously, none of the people cited here as "taxable property" are listed as slaves; instead they are referred to simply as Neagroes. We have tentatively dated this ledger based on the newspaper covered wrappers, bearing advertisements for 1821. There is also the fact of the 1820 census. It would make sense that a tax assessment would follow a census. When the Civil War came, Delaware remained in the Union, though her citizens might have been divided as regards the question of slavery. This ledger could provide valuable genealogical data for researchers.
