"I beg to call your attention to the accompanying circular and outline of programme relating to the paris anti-slavery conference." Lewis Alexis Chamerovzow was the Secretary of the British and Foreign Anti-Slavery Society, and one of the chief organizers of the 1867 Anti-Slavery Conference in Paris. While slavery in the West Indies and the United States had been officially banned, thousands of people continued to be taken from Africa and sold into bondage in the Spanish West Indies and the Middle East.
