Additional Details

An official document attesting to the fact that Perry Boone was a 'free person of colour' from Baltimore Maryland. Philadelphia was a center for the Underground Railroad and a major port (Port Erie). It is possible that Boone was embarking on a vessel and this certificate would be a protection against slave-catchers as well as unethical ship's agents who often shanghaied sailors for service on British ships.
