One of the best and rarest of a number of highly decorative versions of the Proclamation published over a few years following its issue in January 1863. "The type is a conglomerate mixture of every font in the composing room. The background is tinted green or in a variant blue, the present example with white stars, while the border of roses and oak leaves is tinted red and green."
