The Emancipation Proclamation was first issued September 22, 1862. However a different version was released in January of 1863. Judge Benjamin R. Curtis, ex-supreme court justice had issued a pamphlet questioning Lincoln's war powers. This pamphlet challenges Curtis's thesis.
