The Tennessee General Claims Commission was formed in 1868 to compensate loyal Unionists who had lost property during the war. As it turned out, none of these claims were honored or paid, though an office was set up in 1871 to re-hear them. Claims offices like this were another piece of bureaucracy that enabled abuses by land speculators and 'carpet-baggers.'
