a report of the proceedings of the first such convention in the united statesBenjamin Rush, of Pennsylvania (1746– 1813) Founding Father, physician, writer, educator, and humanitarian suggested that Congress 'prohibit, by law the citizens of the United States from carrying on a commerce, in slaves, for the supply of foreign nations; and also, to prohibit foreigners from fitting out their ships in the ports of the United States for the purpose of carrying on the slave-trade.'
