The British had been "recruiting" African men for the West India Regiments since the 18th century. This report gives facts and figures for numerous men and boys recruited from slaves as well as free men, despite the fact that the slave trade ban was already 7 years old. "Presents to the kings and chiefs," in consideration of the men given over to the British recruiters included: "6 gold laced hats, 6 gold headed canes, 12 showy umbrellas, 6 silver-mounted fowling pieces" and numerous items of clothing, cutlery and so forth. The new African recruits' equipment included: "30 small tambourines, 200 Pan pipes, or musical reeds, and 12 violins."
