In this act or "Loi," France makes it legal for any French citizen to participate in the commerce of Senegal, i.e. slaves. The Compagnie de Nantes, founded in 1673, was the largest trader in slaves next to the British, taking well over 55,000 Africans in 1745 alone. Following the French Revolution, the French Republic made the trade more "democratic," opening it to all French citizens and guaranteeing their safety with the power of the French Navy.
