In the wake of Texan independence, the United States submitted a long list of financial claims by its citizens against Mexico, hoping for a negotiating lever to secure Mexican recognition of the new republic. Offered here is the State of Mexico printing of a 20 May presidential decree whose first article reads "Se autoriza al gobierno para que pueda transigir en las reclamaciones que haya hecho ó hiciere el de los Estados-Unidos del Norte," authorizing the Mexican government to negotiate these claims. If the United States does not accept this arbitration process, the cessation of trade and closure of ports is threatened. 2 copies of this printing in OCLC, and only one of the original 20 May printing; none traced at auction.
