A report on the state of New Spain and its insurgency, written by the viceroy. It includes an interesting discussion of the abortive attempt to seize Texas by José Álvarez de Toledo y Dubois, whose forces are called "los vagamundos anglo-americanos unidos a los rebeldes y salvages de la frontera" (Anglo-American vagabonds united with the rebels and savages of the border) on page 4. On page 9, General Toledo is called a "desertor del Congreso Nacional de que fue indigno miembro" (a deserter of the National Congress, of which he was an unworthy member).
