A very early Utah imprint, and of considerable importance. Young recommends the formation of a militia, as Utah is "entirely surrounded by savage Tribes, who are wild in their nature, ferocious in their character, and being withal somewhat warlike." He also discusses the formation of a state library, university, prison, and seat of government. Crawley 612 (describes this as a probable second edition); Flake 9347; McMurtrie, Utah 9 (traces only one copy). One other known at auction since 1957, at a Swann sale, 14 April 2015, lot 258.
