Mahy passes on word from a commander in the Spanish navy that the besieged Spanish stronghold at Puerto Cabello was recently attacked by 2000 rebels under José Antonio Paez, that trade and communication by sea are becoming difficult, and that help is urgently needed from the Spanish forces in Cuba. Puerto Cabello was the last Spanish bastion in Venezuela, and would finally surrender in October 1823.
