These speeches presented in Congress represented the official Massachusetts response to the Embargo Act of 1807, which restricted all of America's foreign trade. Massachusetts, being largely dependent on trade, was particularly hard-hit by the embargo. The Massachusetts legislature expressed their "apprehension that the nation is to be speedily plunged into a war with Great Britain," a concern which proved to be well-founded.
