This map was published in The Universal Asylum and Columbia Magazine (Philadelphia, March 1792), by James Thackara and John Vallance. Interestingly, these two men had been engaged by Andrew Ellicot to produce a large scale map of the city, however they took months to complete that task, while issuing this smaller version in the meantime.
