Agustín Viesca took office as governor of the state of Coahuila y Tejas on 14 April 1835. He was a supporter of the Texans who sought independence. This decree was issued by the state less than a month into his term. Here he moves a profitable cigar factory from the town of Leona Vicario cigar factory to the town of Parras.

This copy was directed to Angel Navarro, the "Jefatura Política del Dep'to de Béxar"--the political chief in what became San Antonio, Texas. Navarro was a committed supporter of independence. He signed this copy and added a note transmitting it to the department of Goliad--another Texan town which would play a dramatic role in the Revolution over the next year.
