Lt. George Albert Browne (1876-circa 1937) was a Harvard graduate who had served as chief engineer of the Washington state naval militia before the war. This manuscript volume includes his detailed descriptions of 20 naval vessels which were apparently under Browne's purview as an inspector at the naval base in Brest, including the yacht USS Alcedo (noted here as torpedoed).
