The land in question was presumably part of the New Hampshire Land Grants, i.e. Vermont. Allen and his family owned a considerable portion of that land and for this reason Allen formed the Green Mountain Boys to protect the New Hampshire settlers in Vermont from the rival land claims from New York.
Allen's autograph is a significant rarity, with only 3 other examples coming to auction in the last 20 years.
