Born in Moscow, Refregier (1905-1979) emigrated to the US in 1920. He was active in the 1930s and 1940s in the Federal Art Project WPA, when he created his most famous and controversial work: the mural in the Rincon Annex Post Office, San Francisco, depicting the history of San Francisco.
