"The objection that an account has not been audited is not a valid objection to an appropriation. None of the accounts for which a regular appropriation bill provides are audited accounts. The objection is not good against such an account on a deficiency bill. If an account arises under an existing law it ought to be provided for on the appropriation bill . . ."<
