The E.S.S.I. was an off-shoot of the Federation of Algerian Tourist Offices, local tourist bureaus "which aimed 'to improve conditions for visitors travelling to and staying in tourist resorts and spas and actively promote these destinations.' The work of the tourist offices was closely linked to the development of poster advertising. Independently, or in association with the P.L.M., the tourist offices were responsible for commissioning most of the North African posters which appeared between the wars." (Orientalist p. 70).
