A bill has passed the Senate providing for the permanent resident on the banks of the Potomac and a temporary residence of ten years in Philadelphia. This bill is now discussing in the house of Representatives . . . . [A]n amendment was proposed to . . . fix the permanent at Baltimore but it was negatived by 37 against 23 . . . . The Citizens are extremely irritated and must now feel that the promised authors of the Millennium are like other men--governed by local interests. . . ."
