The Presidential Legal Expense Trust was established on June 28, 1994, for the purpose of covering legal expenses incurred by either Bill or Hillary. By March of 1999, over $4.5 million had been raised to help offset expenses incurred from Congress's impeachment inquiry and trial, the Whitewater investigation, and other lawsuits.
