Cooper (1856-1937) a prominent East Coast portraitist and painter of city views (New York, Philadelphia and Chicago) had trained at the Pennsylvania Academy of the Fine Arts, Philadelphia, in the late 1870s under Thomas Eakins. He moved to Santa Barbara, California, in 1921 after the death of his wife and became Dean of Painting at the Santa Barbara Community School of Arts.
