[T]he councell of State with the sanction of the King have decided that the refusal of the Queen to subscribe and sware [sic] to the Constitution deprives her of all the rights of a Citizen, and that she must leave the Kingdom, but a large Counsell of Physicians who were ordered to examine the state of her health reported that a journey undertaken either by land or water would put her life at great risk. . . ."
