To guarantee a reliable supply of armaments, the conversion also demanded a fundamental change in workers' and managers' attitudes - from antagonism to cooperation. The War Department, the War Production Board, and other government offices launched a concerted promotional campaign urging workers and managers to take personal responsibility and make individual sacrifices to win the war.
