The Federal Civil Defense Administration was founded on January 12, 1951, a Cold War Era response to the first Soviet nuclear bomb explosion (in 1949) and the Korean War. The administration focussed on preparing the American public for, and protecting them from, a potential nuclear attack. Underfunded, they performed this largely through the release of printed material (posters, brochures and films), but also by constructing bomb and fall-out shelters. The Federal Civilian Defense Administration played to fear, as this chilling image depicts a Russian jet flying unhindered through American airspace.
