"To control the form of war messages, the government created the U.S. Office of War Information in June 1942. Among its responsibilities, OWI sought to review and approve the design and distribution of government posters" (Design for Victory p. 31). The department was run by Francis E. Brennan, who had been an art director for Fortune magazine. "Seizing the main chance at OWI, Brennan proposed that posters be 'war graphics,' combining the sophisticated style of contemporary graphic design with the promotion of war aims" (ibid).
