Vogel was born in Poland and was later active as a teacher and printmaker in New York City. He earned a bachelors degree from Parsons School Design and a Masters of Fine Arts from Columbia University. He created prints for the wpa fine art project. He was best known as printmaker in the 1930s and 1940s depicting new york city subject matter.
