After setting aside her developing drama The Spanish Gypsy in 1864, Eliot shifted her focus to this rather political novel which questioned England's motivations for passing the 1832 Reform Act. The First Reform Act brought massive changes to the country's stymied electoral processes, however the so-called reforms explicitly barred women from voting by defining the English voter as solely male.
