Bill Foster (1881-1961) was the founder of the Syndicalist League of North America. In this circular letter, he encourages union leaders to distribute his pamphlet "Trade Unionism--The Road to Freedom." Foster went on to lead the Steel Strike of 1919 and later served as chair of the Communist Party USA. He died in Moscow. with--4 books and pamphlets by Foster: The Great Steel Strike and its Lessons.
