Boggs (1855-1926) was born in Springfield, Ohio, but left in 1876 to study with Jean-Léon Gérôme (1824-1904) at the École des Beaux Arts in Paris. He lived in both Paris and New York, winning wide recognition for his unique Impressionistic works in both America and France. He resided the last 30 years of his life in Paris, where he created many atmospheric paintings of the ports of France and the quays along the Seine.
