Fred Packer graduated from the Chicago Art Institute in 1906, then joined the staff of the Los Angeles Examiner as an artist for the Sunday supplements. He worked as a commercial artist on book and magazine illustrations until 1931, after which he became a cartoonist for publications such as the New York Journal, the New York American, and the Daily Mirror. Packer received a Pulitzer prize in 1952 for his political cartoon criticizing President Truman.
