"In reply to your letter of the 18th instant, I beg leave to observe that in my opinion, if the Spanish vessel having given bond under the 13th Section of the non-intercourse act of the 1st instant, shall proceed to a forbidden port during the continuance of the said act, the bond will become forfeited."
