President George H.W. Bush, like his predecessor Ronald Reagan, did little to address let alone combat the AIDS epidemic. He didn't make his first public comments on the epidemic until more than a year after taking office. On this poster, which uses the typography and color scheme of a Marlboro cigarette ad, the President is depicted as a cowboy over the warning, "While Bush spends billions playing cowboy, 37 million Americans have no health insurance. One American dies of AIDS every eight minutes."
