Garvey expresses some impatience with a new representative: "I thought I would have heard from you by now, giving a Report of your starting out on the new work I suggested to you. . . . You have your business to adjust. Probably this must have taken some time. Nevertheless, I hope you have started by now. as suggested to you, you should cover the entire states of Pennsylvania, Washington D.C. and Virginia, in securing subscriptions for the Black Man, and collect the names, occupations and addresses of those who are willing to co-operate with the U.N.I.A. for its work. . . . You will have to go through and cover these three States by January, so as to come to England, as I suggest, at the end of that month." The recipient Thomas W. Harvey (1893-1978) was active in the UNIA from 1919 until his death, serving a long term as president after Garvey's death.
