Condition B+: expertly-replaced losses and overpainting in margins, some into text; expert restoration along vertical and horizontal folds.

"George Roland Halkett studied art in Paris. He became a regular contributor to various newspapers and art magazines, and from 1876 was the art critic of the Edinburgh Evening News. Halkett joined the Pall Mall Gazette in 1892 as a political cartoonist and writer on art. He contributed many drawings and caricatures to Punch; became the art editor of the Pall Mall magazine in 1897, and was the editor of that magazine from 1900 to 1905" (npg.org.uk). Halkett also drew a political cartoon entitled "The Greedy Hand!" for The Conservative and Unionist, VI (December, 1910). The December 1910 United Kingdom general election was the last general election to be held before the First World War; The Conservative Party, was led by Arthur Balfour with their Liberal Unionist allies, and the Liberal Party, was led by Prime Minister H.H. Asquith. The Liberal Party was ahead by one seat, and still lacking a parliamentary majority, went into coalition with the Irish Parliamentary Party.
