He begins by announcing "the termination of the long, expensive and distressing war . . . with certain Indians, northwest of Ohio" (the Northwest Indian War), balanced by the resumption of hostilities with the Creeks and Cherokees sparked by "wanton murders . . . perpetrated on hunting parties of the Creeks." He also discusses diplomatic efforts with Morocco, Spain, and England, and boasts of the peace America has enjoyed while Europe has been plunged into war.
