Additional Details

General Porter had been relieved of command after his alleged failure that led to the Union defeat at Second Manassas. He was tried and cashiered in 1863. He spent the next 25 years in an effort to clear his record.
Grant had initially been against Porter but eventually agreed to meet with him and review the record. He first wrote a letter to President Arthur, and eventually the letter to Senator Cameron. In the letter, Grant stated "If every man in the army had been punished who had expressed lack of confidence in his superior officer, many of the best soldiers would have been punished . . ."
